Seyda Neen does seem to be an important port town for the island and Imperial interests there, despite Ebonheart being not too much further down the coast and substantially more developed. I wonder, because I have thought that before, if there is in lore reason for it. They've obviously put more work in Seyda Neen than, say, Khuul.
